[Luna] IRC for LUNA

I hope to use the new IRC channel (#luna on irc.frrenode.net) during our
meetings.  Maybe this will help with those that can't be there physically. I
am always logged into the channel and will try and be available as much as
possible.  Do more features like this help our group?  I have noticed other
groups offering an IRC channel to mingle in and hash out new ideas.  Let me
know what you think of this new feature.
